In the modern history the development of western capitalism has brought the majority of thebackward countries and regions into the western colonial system. Until World War Ⅰ, the moderncapitalism system had formed with the colonization by the capitalism powers. In this newly system, thewestern developed countries play as the core roles while most non-Western countries have to be driven tothe periphery and even the edge of it. The modernization of the non-western countries, especially thedeveloping countries and areas, is significantly concerned by the international community. By the1960s,according to this system and its phenomenon, the Dependency Theory has been raised by the scholars ofdeveloping countries, particularly of some Latin American countries, when analyzing the root cause ofpoverty and backwardness of the developing countries. The theory deems that the relation between westerndeveloped countries and developing countries is the "center-periphery" relationship: the periphery is adependency to the center, which is an integrated attachment that could be recognized from economy,politics and culture. The analysis of the international strategy of China in this system has theoretical andpractical significance since China is the world’s largest developing countries. Therefore, the illustration ofthis study is based on the Dependency Theory which consists of five parts:The first part of the article illustrates the theoretical and practical significance of the topic, theresearch status of the Dependency Theory and the main methods used in this study.The second part analyzes the development of the Dependency Theory, as well as its main content,theoretical contributions and limitations. The third part discusses the revelation dependency theory brings to developing countries during theglobalization process, and analyzes the relationship between developing and developed countries in theglobal context, which is the relationship of the global capitalist system "center-periphery","leading–attachments”. Besides, to achieve modernization, developing countries must take positive "integration"strategy rather than negative "decoupling" strategy.Part IV, based on the analysis above, it is safe to illustrate that China, as the largest developingcountries, should be integrated into the international community not only economically but also in politicsand culture; and should actively be an important force matching her present situation. Also, in order tobecome the reformers and dominator of the international system, China need to set the goal of entering thecenter of the world system and actively participating and reforming the existing international.The fifth part is the conclusion of this article.
