| Most of the trade associations in China are established in a "top-down" way during the reform and transformation of the administrative system.The strong administrative color is one of the drawbacks of the trade associations,which restricts their development.In order to promote the process of industry association autonomy,relevant functional departments of the state have issued relevant policies many times to promote the marketization and privatization of social organizations including industry association.In 2015,in response to national policies,the pilot work of decoupling between governments at all levels and industry associations in Xi ’an has been steadily promoted.It is expected that the decoupling of industry associations in Xi ’an will be fully completed by the end of November 2020,which means that the industry associations in Xi ’an will soon enter the post-decoupling era.In the context of post-decoupling,development opportunities and challenges coexist for industry associations.How to promote the healthy and orderly development of industry associations and achieve the goal of decoupling reform while facing its own development dilemma and effectively resolving it needs to be responded theoretically and practically.This paper uses the methods of interview and case analysis,from the theory of non-governmental organizations,and the theory of non-profit organization theory perspective,this paper analyzes the present situation,the development of xi "an industry association in xi ’an high-tech industry association as a case study for deep draw,by decoupling point and face to lead to xi ’an industry association after facing government dependence is strong,the operating mechanism is not sound,the lack of shortage of funds,talents,lack of supervision mechanism and so on deep-seated problems to be solved,combining with the current development situation of xi ’an further analysis of the current face of the industry association autonomy ability weak,the internal governance system is imperfect,preferential policy support and encouragement is weaker,lack of professional talent team construction,supervision system is not perfect,etc,put forward to build the new administration will cooperation,optimize the internal governance structure,strengthening the training and support,the talent team construction and improve the suggestion and countermeasures for comprehensive supervision system,etc,for industry association provides some references for the healthy and orderly development. |
