With the development of economics, the vulnerability of the cities even the states becomes more andmore obvious, and the public crisis incident occurs frequently. Public Crisis Management (PCM), becomesa research topic which has been paid more and more attention from modern society because it could befaced by any countries. The focal points of the research are how to prevent crisis incidents from happeningefficiently, and how to reduce the loss caused by crisis as far as possible. In the process of PCM,information disclosure takes the key role. The public will get into panic due to mismanagement, and thiswill bring financial loss to the populace and obstruction to the social stability of the country. Nowadays,there still exist problems in the process of information disclosure of Chinese government in PCM, and it ismainly reflected in the following: no information exchange between the superior and the subordinate,information asymmetry between local government and state functional departments, untimely informationdisclosure to the public and international society, and the information is disordered when the crisis happens.There are three main reasons: firstly, the factor of the government, the management concept of theadministrators is out of fashion, and the system of information disclosure is not well. Secondly, the factorof dissemination, there is media deficiency and not enough communication between the government andmass media, and the report is lost control. Thirdly, factor of the public, the masses are lacking sense andcrisis awareness.Basic concepts of government information management, the definition of the crisis management, themain requirements to the service-oriented government, and both the domestic and abroad achievement ofthis problem. The second chapter is the analysis of the current situation of information publicity in ourcountry’s public crisis. At the same time, in this chapter, it proposes the shortcomings of the informationpublicity in our country’s crisis management, and provides the direction of the following research in thisthesis. The third chapter is the specific case analysis. The author tries to find the finest and the most perfect way to make the information public which is in the public crisis management, by means of case analyzing,cases comparison. The fourth chapter is the solving method. According to the requirements to theservice-oriented government, there are some suggestions for the work of information publicity in ourpublic crisis.The article is based on the main point of build up service-oriented government, and focus on thepublic crisis incidents which are happened recently, makes concrete analysis of the existing problems whenthe Chinese government deals with the incidents, and then, makes some suggestions about how to solvethese problems. The suggestions are: firstly, following the requirement of build up service-orientedgovernment, to build the concept of people foremost, the concept of limited government, and concept oftransparent government, it is the start point of all the problems; Secondly, to improve the interrelatedsystem; Thirdly, to establish the public’s confidence about the government.In short, in times of crisis, whether the work of information publicity does well or not will decide thesuccess or failure of the crisis management, and decide the credibility, legality and international image ofour government In the crisis period, the government information publicity just recently started, we need toget more and more experiences by practice so that making it perfect. And we need to make a pragmatichonest efficient transparent democratic government through learning and growing in the crisis. Here arefour chapters of this thesis to research and investigate the problem of information publicity in the publiccrisis management. The first chapter gives the introduction of basic concepts and the main methods aboutthis topic, including the research’s background and significance.
