The capitalist economic and political of the European developed to a new stage in the late19th century. Economically, European was experiencing a transition that from a rising laissez-faire capitalism into the monopoly capitalism. Politically, Parties, various interest groups were developing; the universal suffrage was further expanded, and the democratic politics was gradually improved. At the same time, with the further development of capitalism, movement of the European workers which was out of the shadow of the Paris Commune’s failure, and rising once again. In order to facilitate the connection of the workers, Engels and the leads of the workers’ movement in every countries were together to establish the Second International by fighting with the France possibilist. The Second International was different from the first one. It bonded all the Partied of socialism. It also was a public place for socialism Parties exchanging views. The establishment of the Second International faced many challenges, such as: the expansion of the universal suffrage, the improvement of the democratic politics, the improvement of the conditions which the workers worked and lived. Face these new challenges, the movement of workers how to carry out in the next? Continue to take the form of violent revolution or taking the form of using parliamentary? Or take both of these two? Especially, with the development of suffrage and parliamentary system. The question of taking which way was firmly debated in the Second International. This argument was intensified with the development of the Second International. Finally, under the background of the first world war, the Second International burn out its last drop of wax. About why the Second International disintegrate? There was not come to a conclusion, different scholars had different views. However, nearly all the scholars analyzed the reasons by one way:the Second International itself. Some scholars blamed to the structure of the organization; some others blamed to the main leads of the organization. This paper attempts to analyze the reasons from the background that the Second International was backed and try to find the relationships of the Second International and the development of democratic politics of European in the19th century. Based on studying lots of meteorites, this paper give a conclusion boldly that the development of democratic politics of European in late19th century is not only a background of the Second International, but also a main reason lead to its disintegration. In a word, the Second International was be founded by history of that times, also was disintegrated by history of that times.
