In the middle and late 19th century, with the development of the industrial revolution,the proletariat in Western Europe also grow and develop, and began a vigorous campaign against the bourgeoisie. Meanwhile, with the liberal capitalism gradually transition into monopoly capitalism, the relations between the Western European Major Countries also changed. This condition has brought many uncertain factors to the International Communist Movement. According to the predict of Marx and Engels, with the continuing development of capitalism, which will be bound to sharpen the contradiction between the bourgeoisie and the proletariat. While, the external expansion of capitalism, making the whole world involve in capitalist system, as well as make "the working class without the motherland",.and prompt "working of the world unite" to against the capitalism.Therefore, it seems to Marx and Engels that the international communist movement in the middle and late 19th century should present two prominent characteristics: one is that the unite working class against capitalists; the other is turnover the capitalist regime by force. However, in the middle and late 19th century, with the relations between the Western European major countries changed, the International Communist Movement is not set forward according to the predict of the Marx and Engels, but the opposite situation. The first performance is that the working class gave up the way to overthrow the current system with revolutionary measure, but an attempt to take the peaceful parliament struggle. The second is that the working class and the bourgeoisie which can irreconcilable class now in order to national state' interests can stand by together.The change of relations between the Western European major countries in the middle and late 19th are various. It can be listed as follows: First of all, the Western European major countries have completed the unification, the hostile relations between powers are gradually heating up. The second is that the balance pattern of European is gradually broke, and the international system of European present an transition characteristics. The third is that the Western European major countries on the basis of the joint, and formed two big military alliance. It can be seen that, in the middle and late 19th century, on the basis of unification in the Western European major countries, which also aggravate the imbalance development in political and economic between different countries, and the contradiction between each other is becoming more and more sharp.Under the interaction of variety of international relations and the relations between countries, the class relations, the bourgeois rule strategies, and the international relations are also changed. When the First World War happened, the nationalist conquer the internationalism, and eventually lead to the second international most leader betrayed socialism faith and abandoned the principle of internationalism, and so the second international had broke up.
