With the development of China rural market economics, industry and rural urbanization, the villages are inevitably incorporates into the process of the recombination, differentiation and conflicts. In new period, the relation of country and farmers appears strategic adjust, namely the change from resources "output" to resources "input". The new countryside construction and all kinds of new agricultural policies not only change the countryside, but also bring more and more variables into the rural governance. The rural contradictions become increasingly complex, and the resistant behavior of farmers is also changing and differentiating. This article is a study of farmers’ appealing in the macro-background.The research focus is not the farmers’ petition itself, but the dynamic diachronic process of petition behavior, namely the investigation of the time dimension. The assumption of this paper is:with the petition process advancing, and multiple interest factors are involved, both the form and content of farmers’ appealing behavior will change in different degree. The goal of this paper is to find the specific changes through the continuous observation of farmers’ appealing, and to explore the inner logic of farmers’ appealing behavior. Specifically, to observe the16years history of TIAN village’s appealing, to observe the change in different period in process, such as target, main body and the scale, and to explore the logic behind these changes.The specific research train of thought of the paper is:A Perspective--the perspective of farmers; an analysis tool--interest and behavior; two main lines:one is the process of reservoir’s exploitation, the other is the process of farmers’ appealing. The conclusions of this paper are three points:First, farmers’ petition behavior has the "stage" and "expansion". The "stage" refers to the different characteristics which the farmers’ appealing behaviors in different periods have."Extended" refers to the changes of form and content which farmers’ appealing of different stages occur. These changes are not absolutely linear changes, but gradual and complex changes, namely "periodical expansion". Second, there is a deep logic hidden behind these "periodical expansion". The change of farmer’s identity,action unit and actual benefit structure are important factors which affect the change of farmers’ appealing behavior. Third, the extended logic of farmers’ appealing behavior is the farmer’s "reactive--expedient" benefit structure and the "reactive--expedient" action logic.
