Letters of credit has been playing an important role in settlement of international trade.But in recent years along with the further deepening of international trade, companiesaround the world have a higher demand for the speed of transactions and financing. Lettersof credit has been gradually out of date. Non L/C transactions is too adapt to this trend,international factoring is one of them. International Factoring has its own advantages in thesettlement and financing.It take over half percent in U.S and European settlement market,but in our country’s development has been slow. I attempt to expound and analysis theInternational Factoring and its core issues, and want to give my advice to improve China’sinternational factoring business.The first chapter introduces the nature of international factoring, features, history,within its own operational processes described, and compare with other forms of thesettlement.Posts Chapters II and III of the core issues of international factoring described, anduse the comparative method to systematically analyze the legislative provisions of thefactoring business in advanced Western countries and international treaties, and put myown views on the core issue of factoring.Chapter IV of the article described the inadequacies of our factoring legislation, andcombined with the previous chapter the results of the legislative proposals.
