The Effectiveness Research Of Regional Administrative Planning

In recent years, regional administrative planning is gaining increasing popularity andis gradually developing into an essential mechanism to solve the inherent contradictionbetween administration divisions and economic regions and promote regional governmentcollaboration. However, the operation of the regional administrative planning in practice isnot satisfactory and has some cases of wanton non-performance and reckless change. Thispaper is guided under this problem and based on the current situation of China’s regionaladministrative planning, taking the regional planning of the Yangtze River Delta forinstance, theoretically sorting through the regional administrative planning system,summarizing its characteristics and categorizing it. This paper will focus on the discussionof the legal nature of the regional administrative planning on which I base to analyze thereason for the unsatisfactory operation of our regional administrative planning.Additionally, this paper attempts to discuss the framework of the effectiveness of ourregional administrative planning on the base of learning from useful foreign experiences,including the content of effectiveness, the object of effectiveness, the effectiveness ratingand the effectiveness change, to manage to carry out the regional administrative planningsmoothly and realize the objectives of the regional administrative planning. And proposedthat the regional administrative planning should be put into legislation when the conditionsare ripe to form a sound system of regional administrative planning and gradually realizethe legalization of China’s regional administrative planning.
