Due to the different level of economic development and theinhomogeneous distribution of the resources among different regions, theinter-regional administrative planning still faces difficulties of formulationand implementation. Introducing the public participation to thedecision-making process of the inter-regional administrative planning canease these problems. Although there is not any explicit regulation on thisproblem, the《Yangtze River Delta Inter-regional Administrative Planning》,《Beijing-Tianjin-Hebei Inter-regional Administrative Planning》《,Wanjiangurban planning demonstration undertake industrial transference》,《Pan-PearlRiver Delta Inter-regional Administrative Planning》have multiple attemptsshowed that public have already participated in the decision-making processof the inter-regional administrative planning. Based on the current situation of the public participation in theinter-regional administrative planning, the thesis describes and summarizesthree representative samples of public participation in the inter-regionaladministrative planning. Found that the public participation in theinter-regional administrative planning have characteristic of the specialty ofthe subject、regional difference、macroscopic of the results, as well as thebreadth and depth of public participation; verified that public participationcan better promote the development of the inter-regional administrativeplanning as an interests-balancing mechanism and impetus mechanism. Thedevelopment of it is important for regional equality.By analyzing the deficiencies of our current system such as shortage ofeffective participation, lack of government effective response and low degreeof regulatory regime. The author construct the realization mechanism ofpublic participation effectively in inter-regional administrative planning fromfour aspects such as building open cooperation mode, improving the public’sconsciousness and ability of participation, constructing diversified publicparticipation system, improving the rules and regulations of the publicparticipation, which can promote the development and improvement ofpublic participation in the inter-regional administrative planning.
