Using charts and text format and contrast to Europe and the United States and other higher education developed countries and China in the autonomy of the institutions of higher learning in the law, regulations and implementation of the difference, focusing on public universities, making power from the university charter, management rights of the college teachers, university students the right three-pronged approach to analyze the current situation and problems of university autonomy reform in China, try to put forward the reform of universities autonomy direction to explain the necessity and significance of expanding university autonomy. The first part of the university autonomy to do a brief overview. I said:"university autonomy" refers to the University as a special body corporate; all matters in the academic and education within the university itself own decisions, free from external forces, improper domination, interference or infringement. This charter must have a clear legal basis; to make it clear to the provisions of the legal relationship between universities and government, society; but also specific and detailed division of schools and teachers, students’rights and obligations. Colleges and universities in order to ensure harmony of external relations in the universities, smoothly and ensure the work carried out smoothly.The third part of the paper that is the right of Management of University Teachers. The authors suggest that:universities should adhere to the public, fair, impartial, and Employment for teachers, strengthen competition, to avoid "inbreeding". In the punishment of violations of the law and discipline teachers should be clear sanctions relief channels, and to maintain its perfect and smooth. Interests of both parties to protect schools and teachers, the maximum to mobilize and bring into play the enthusiasm in the work of teachers.The fourth part of the thesis, discusses the management rights of college students. I believe that:college admissions should be more flexible in the examination, assessment, admission to all the genuine interest in the wisdom, ability and expertise to students willing to progress, a collection of the highest institution, accept cultivation; college student’s enrollment management, should be appropriate to relax, allow students more freedom to choose schools, professional and successful read direction, to keep a strong passion for learning, to achieve the best learning efficiency; colleges and universities in disposing of the in accordance with the law students, they should pay more attention to improve the disciplinary procedures and remedies; in colleges and universities to award degrees, should improve the university degree the right to audit and supervision, establishment and improvement of the degree means of quality assessment and assurance mechanisms, continuous improvement of the degree-awarding quality.In short, taking a step forward to expand and improve the colleges and universities autonomy, you can better mobilize and play the school’s own school actively promote China’s higher education, health, high-speed operation and development.
