Strengthening the Party construction in communities is the priority to promote the Urban Grass-roots Government and to consolidate the basis of the Party wielding power under the new situation. During the17th Congress of CPC, Hu Jintao, the General Secretary of the CPC central committee repeatedly stressed that party construction in urban community is of great significance for strengthening the Party, for consolidating the basis of the Party wielding power and position, for adapting the new requirements for social administration innovation, and for promoting the building of a harmonious society. The author has made an investigation to analyze about the current situations and problems of Party construction in the urban communities of Dali City. And in this paper, there are some counter measures and suggestions for them with the purpose of further opening a new phase for CPC construction in this field.The analysis’methods which combine theory with positivism are used in the study and the paper. For the study, the author did fully preparation. On the basis of referring and reading a large number of documents, books, journals and periodicals, the author designed the survey and the interview outline for the supervisors and subordinates. To link work at selected spots with that in entire areas is a method which is used in the on-site inspection. This survey is applied to13sampling communities such as Lvyu Community in Dali Town, Zhengyang Community in Xiaguan Town, and meanwhile, to find out the situation of Party construction in communities, the persons who are specialized at this field and the persons working in departments responsible for the work are invited to introduce the work of Dali and Xiaguan Town.
