Predicament Of The Farmer Cooperative In The Village Self-government Vision:Taking H County D Village For Example

The villagers’ autonomy is a great democratic practices and one of the ways in rural China at this stage to achieve effective governance of China’s vast rural areas. Since the1987, adopted by the Standing Committee of the National People’s Congress,"the Organic Law of Villagers’Committees of the People’s Republic of China (Trial)", the villagers’ autonomy was implemented in the country, and has achieved outstanding results. In2010, the law revised, to further standardize and ensure the implementation of villagers’ autonomy. Has achieved remarkable results in the villagers’ autonomy in the system operation and practical operational level are difficult to avoid, encountered many problems, need to resolve the current difficulties encountered by institutional innovation and organizational innovation. Promote farmer cooperative, to solve the plight of rural development is an important path selection in the context of the villagers’ autonomy. On one hand, the effectiveness of the farmers’ co-operation of villagers’ autonomy, on the other hand, the implementation of villagers’ autonomy can not do without the cooperation of farmers. Therefore, in the context of the current villagers ’autonomy, we need to strengthen capacity of farmers’ cooperative. However, in reality the operation, the farmers’co-operation exist difficulties. To solve the plight of farmers ’cooperative is an important way to improve the villagers’ autonomy. Based on this, the farmers’ cooperative research is very necessary.The author investigated H County D Village using field research and participated in observation and unstructured interviews to collect data. Analyze of these data to understand and explain the object of study. The paper designed to explore the ways and mechanisms to promote farmers’ cooperative combined with case of the village in the context of the villagers’ autonomy and augment the existing research through the discussion. This paper analyzes the relationship between the basic theory of the autonomy of villagers and farmers’co-operation. The basic theory of villagers’autonomy is the basis of this study, including the meaning, content and form of organization of villagers’autonomy. Farmer cooperative theory, include the need for meaning and conditions of the farmer cooperative. Meanwhile, the villagers’autonomy and farmers’co-operative relationship are described. In addition, explores the plight of the farmers’ cooperation and their causes. Combined with cases, from the morphology, cultural roots, the real root causes points, analysis the plight of the farmers’cooperative and lead to the plight of the basic reasons. The grass-roots organization and management functions weaken farmers’ cooperative to lose the organizational foundation. Small Farmer’s negative impact on the cultural is the roots of the lack of farmers’ cooperative. The villagers’ lack of awareness of the village community makes farmers to lack of cooperation awareness. The elite’s loss and authority of missing make the lack of authority figures in the farmers’ cooperative organization and leadership. The paper finally tried the corresponding solutions for the plight of the farmers’ cooperative.
