The Villagers’ Autonomy Performance：a Study Of Villagers’ Perception Perspective

The village as the basic unitfarmers living, life, and plays an important role in state administrative managementsystem in china.Nineteen eighties the villager autonomy system began to promote, thevillage committee as the farmer, to implement service management on grassrootsadministrative instruction grass-roots mass self-government organizations, the vitalinterests of the villagers and the area within the scope of closely related, in improvingthe administration level, stable regime, has an irreplaceable role in promoting socialharmonious aspects, the actual exercise of many government functions (such ascommunity family planning work and before the reform of agricultural tax and so on),the village governance performance is directly related to the will of the state in thecountry to implement.In this particular situation, the performance is good or bad and villagers’ Satisfactionlevel of villager autonomy mechanism, is directly related to the success or failure of theself-government of the villagers, the village governance has naturally become theimportant component of an important topic and local governance theory in the field ofadministration study. The party and the country has always been to the satisfaction ofthe masses as the starting point and the foothold, adhere to ensure that the interests ofthe masses.The implementation for the villager autonomy and the ultimatebeneficiaries,have the right to speak on the performance of the villager autonomymechanism.Therefore, research on the villagers’ satisfaction, from the perspective of thepeasant masses position related research autonomous performance appraisal,villagerautonomy, to improve the level of administrative management, to ensure the people’smaster status, has the extremely important role in maintaining social stability.In this paper, the government administrative system reform, building aservice-oriented government and new rural construction as the background, to explorethe construction and the evaluation model of performance evaluation system ofvillagers’ autonomy to villagers’ participation and the construction of service typegovernment oriented, through empirical analysis and processing the village to villagegovernance true perception, hoping to find the influence of key factors of villagegovernance performance and villagers’ autonomy performance satisfaction, and further to improve the villager autonomy, improve the effective path of village governanceperformance.Research in a wide range of foreign customer satisfaction and citizen satisfactionindex model, combined with China’s special national conditions, design different fromenterprises and government customer satisfaction index model of rural villagersautonomous satisfaction index model, and to the rural economy of ZHEJIANG provincedeveloped as the main research object, carrying out villagers’ satisfaction, the samebatch of samples three years of continuous observation research, find out some keyfactors of the overall trend of villagers’ satisfaction and influence villagers’ satisfaction,and explained the mechanism of villagers’ satisfaction, provide technical support andtheoretical reference for the research of satisfaction at the grassroots level in rural areas,to provide a new perspective for the reform and development of the villager autonomy,the villagers autonomous system developing and deepening has double value in theoryand in practice.The study of antecedent variables managers to the image, theexpectations and perceived performance as the satisfaction, carried out a series ofanalysis and research, is a bold attempt to expectation disconfirmation theory is appliedin the research field of the villagers’ autonomy performance.In this study, the use of statistical methods, using statistical analysis softwareSPSS13.0and structural equation model analysis software amos20.0were tested andmodified to villagers’ satisfaction index model in this study was constructed, on thebasis of the test of the hypotheses proposed in the study.The study found: village cadreimage (study named managers image variables)for each component of villagerautonomy satisfaction influence, for the villagers’ expectation and satisfaction of themost obvious; the villagers complained about the influence from the satisfaction offarmers can not be ignored, on this basis,this paper pertinently some reasonablesuggestions given.In addition, through continuous observation of the same batch of samples obtainedfrom2011to2013, the villagers’ satisfaction index, through the comparison of threeyears of data analysis showed that: ZHEJIANG province villagers’ autonomysatisfaction decreased year by year. The study also found that: and working style ofbehavior problems of villager autonomy mechanism is the main reason for the declineof villager autonomy satisfaction, unreasonable expectations of the villagers is animportant reason leading to the decline of satisfaction.
