The Feeble Supervision Problems Of Local People’s Congresses And Relevant Suggestions

With the continuous development of market economy in China, social and politicalproblems have been raised, especially on political corruption and political privileges,misuse of authority. The effectiveness of governance has become an increasinglyimportant issue in China’s political life. Establishing systematic regulations and effectivemeasures is the way to solve this problem. As the fundamental institution in China,People’s Congress System, is the basic way for citizens to realize their management of thiscountry, meanwhile it take responsibility on the supervision of government, court andprocuratorate. The research topic in this article is the functioning problems of localpeople’s congresses and lots efforts have been put on methods to strengthen the oversightfunctions of local people’s congresses.There are three parts in this article. The first chapter is an overview of the localpeople’s congress supervision system. This chapter introduces the basic system of people’scongresses, and then describes the supervisory functions of local people’s congresses.Finally it summarize the basic content of the oversight function of local people’scongresses and gives an analysis of the significance of local people’s congressessupervision functions;The second chapter is an analysis from three aspects on the supervision problems oflocal people’s congress. First, the basic situations on the supervision function of localpeople’s congresses. Second, mainly problems existed in the supervision system of localpeople’s congresses have been discussed systematically, such as: weak oversight whichprefer to flexible oversight rather than rigid supervision; less disposal sanctions, lack ofaccountability; ignorance on the supervision of officer; lack of long-term supervision andinconspicuous effectiveness. It also analyzes the constraints of local people’s congressesoversight functions such as: institutional barriers; inadequate capacity; legal barriers;recognize obstacles.The third chapter suggests some basic measures to strengthen the supervisionfunction of local people’s congresses. Mainly from these aspects: complete regulations on supervision; improve supervision mechanism; establish an oversight system on thesupervision of local people’s congresses; strengthen rigid supervision; improve thecapacity of relevant officers; rationalize the relationship between the NPC and the party;cultivate constitutional awareness.
