The main issue researched in the paper is how European Union(EU) set different goals in different periods for the Common Agricultural Policy(CAP) to fulfil its sustainable development strategy.The paper studies how the political bodies of supernational level influence each other; reviews how the CAP was initiated and approved;collects the difficulties that hinded the development of CAP; explores the evolution of the CAP which is facilitated by the supernational institutions;explains how the CAP affects the policies in other fields and demonstrates how different policies interact with each other to integrate into a new CAP policy system.Though the European integration has achieved a large sum of goals,there is one problem needed to be resolved,namely the deficit of democracy.The institutional heart of decision making in the EU is the Council of the European Union,not the European Commission elected by European people.Thus the problem of legitimate deficit appeared,namely the policies made by the EU affect every European citizen without their permission.Under the condition of lack of the input democracy to prove its legitimacy,EU must solve its legitimate problem with output democracy.Due to the institutional framework of EU between the sovereign states and international states, the paper comes up with the hypothesis that the lack of input democracy could be compensated by the output democracy.The output democracy is demonstrated by the justifiability of the policies. The case of policy making of the CAP would prove the hypothesis is true if its policies are rational.
