Responsible government emphasizes " the responsibility", which means being responsible to the people is its inherent responsibility. The objective of the government existence is to protect human rights, therefore, the ultimate goal of the construction of responsible government is building a responsible government to protect human rights. In fact, the construction of responsible government is not a new topic currently, but whether to build an human rights-protection of responsible government in the real sense or not is the actual problem which our country faced and the core of the Paper.The paper takes the perspective of human rights as the beginning point, through the construction of responsible government theory basis, legal basis and realistic pressure from three aspects of the analysis, proving the security of human rights responsibility of government legitimacy and rationality of sources; secondly, combined with the accomplishment of Chinese Government in the field of human rights guarantee recently, elaborating the effect of the view of human rights protection to the construction of responsible government; Further, in view of the effect and deficiency in the protection of human rights, the author give advice to promote the construction of the responsible government through the improvement of the relevant government system and other aspects of the proposal.The paper takes human rights protection of responsible government construction as a new perspective, and take explore the way of how to build the responsible government of human rights protection as a focal point. Meanwhile, the paper endows the responsible government research with new connotation, and makes the research advance with the times both in theory and practice.
