Research On Farmers’ Political Apathy In The Grassroots Democratic Participation In China

The construction of modern democratic politics in rural areas, cannot without the farmers universal participation, proactive political participation is conducive to the construction of the villagers’autonomy while passive political participation is unfavorable to the village’s autonomy and harmony.The economic market has become increasingly active and it will cause interest differentiation inevitably, the traditional social structure is headed in the direction of diversification, undergoing profound changes, different levels, different groups, different people are more and more to recognize and value their own interests. Since the reform and open policy, political atmosphere has become more liberal, the economic has developed rapidly, the legal system construction be pushing forward, farmers’democratic legal consciousness awakening gradually at the same time, but some of the problems and contradictions also emerged.As political participation of farmers made some progress in contemporary, however, in the course of politics development, there is a disharmonious phenomenon, that is political apathy, show a psychological indifference and negative behavior, which present in the democratic election of farmers, democratic decision-making, democratic management and democratic supervision of the process of villager’s autonomy act aloof,with utilitarianism, and when their rightis infringed, right protection consciousness is not strong.The existence of these phenomena, make the democratic political system can not fully able to play its proper role in Chinese rural areas,which not only delayed the process of villagers’ autonomy, be unfavorable for the national government, and hampered the realization of harmonious society, and at the same time, political apathy and the construction of the socialist democratic politics goal is exact opposite, if political apathy too serious, it will have an effect on the social development inevitably.In this paper, based here, argues that peasants’ political apathy has various reasons, including the electoral system itself be incompatible with rural political tradition,the national character that deeply rooted in farmers head, do any things from blood relationship, not as the first also is ashamed of the last of golden thoughts, and the lack of public spirit, which all will lead to the lack of identity and participation enthusiasm in democratic elections, economic basis determines superstructure, farmers in different phases of development have different psychological needs, thus produce underdeveloped economy has led to the political participation of the driving force is insufficient,the political system is not perfect yet and the universal" hitchhike", which, from building politics system that favor of farmers participation and broadening the channels of political socialization,cultivating citizen culture that beneficial to their political participation, developing economy, practicing the statute of the village committee of such five aspects of contemporary China to seek resolution to the political apathy of the farmers the possibility of countermeasures.
