The peculiarity of the research lies in two aspects: firstly, a theory generalization is drawn for questions as to villagers' self-govern system and political indifference which have been discussed by scholars both at home and abroad. Secondly, to avoid pure theoretic analysis, this article adopts the following research means: case study; questionnaire; interview and the like. The analysis is expectant to help people bear a stronger sense of political participation awareness which is important to accelerate China's democratic progress.Most citizens are in political indifference characterized by no cooperating, no participation, no declaration, no proposal and no opposing in political village affairs. This paper is based on case study modeled on Wutang Village (of Changning City) By way of issuing questionnaires, interviewing insiders and consulting related documents, this author has probed into depth of the situation of self-govern and the residents' cold attitude to politics.For the purpose of improving villagers' political skills and participation awareness so as to initiate villagers into participation in village-management, this thesis begins with a survey on rural residents' cold attitude towards immediate political affairs, and then elaborates the ensuing set-backs, negative outcome of that attitude.
