"Khalkha Regulation", also known as "Three Flags Free Code", is not a single code but an integration of18laws and regulations which is enacted from1709to1770, which is collectively termed as "Khalkha Regulation". The first code "Three Flags Great Code" was developed in1709(48th year of the reign of Emperor KangXi), which is the major part of the code and subsequent17codes are the supplemental codes on the basis of "Three Flags Great Code". So "Khalkha Regulation" is also called "Three Flags Free Code"."Khalkha Regulation" is an important legal literature on Mongolian history and law. It includes maintenance of aristocratic privilege of Zhebuzundanba, Hutuketu Kudzu, Khan, and Taiji etc.; the administration of the coulomb, temples, Lama, and civilians; life, injury, theft, framing, fire, escape of people, Military, judicial; as well as marriage, inheritance, loan, hunting, rescue and other issues involving many aspects of social life of Khalkha. From the external manifestation of view,"Khalkha Regulation" is a comprehensive code of "civil law and criminal law is not divided, the method fits well " or can be regarded as a comprehensive code which is focused on criminal law, and add the legal content on civil, environmental, temple and so on. The articles in the code don’t have a systematic classification and complete form, but collected motley. But from the law, the author can collect some content about civil law, criminal law, and environmental law and classified respectively with the similar articles of law and can find out the basic lines of each branch law and reveal their respective characteristics."Khalkha Regulation", as secondary local regulations was established by feudal lord, coexisted with the law of the state for some time. With the disintegration of the seigniorial system, the law delegalized and is replaced by "Mongolian Law".
