China’s urbanization starts later, which make the development of the system of city residential owner autonomy keep in bud situation for a long term. Along with the rapid development of the urbanization, especially the rise of real estate industry in recent years, a large number of multistory buildings and new residential district are built. The establishment of the system of the autonomy f the owner has been actually needed. At present, although the property law has established frame of residential owner autonomy in our country, the legal problems occur during the actual process shows the imperfection of current system. It can’t effectively solve the difficulty of the owner, which will infringe the owner’s legal rights and benefits. Therefore, it is of great importance to learn from the other countries’system construction experience and practice, in order to perfect the legal system of autonomy of property management in our country and play important role in tenement management and social development of the city.The first chapter introduces the historical process of the Japanese owners of autonomous legal system in order to understand owners’autonomy in the process of Japan’s urbanization and how to be addressed through legislation. Chapter two analyzes the principles of Japanese owners’autonomy system, and shows the compositional framework of it. Meanwhile, this paper learns reasonably from Japan’s legal achievements. Chapter three proposes recommendations for improvements in view of current problems of owners of autonomous legal system in China, such as the weak sense of owners’autonomy, too general for the law of owners’autonomy, the lacking of maneuverability in practice, unclear of the legal status of the owners’ self-governing institutions, specified legal operation, low effectiveness, long-term neglect of the department of government function to the system of autonomy and so on.
