Not only that, plus international trade protectionism increasingly popular, anti-dumping as a boycott of the unfair competition means be abused and evolved into new trade protection tool, China has become the international trade anti-dumping for criticism of China’s enterprise into international anti-dumping charges the main object and the biggest victims, make our country every year suffered quite so terrible loss. At the same time a foreign part enterprise unfair behavior of dumping at low prices for our country economy and national enterprise brought great threat. Dumping and the anti-dumping is international trade development appeared in a phenomenon, along with the international economy globalization strengthens day by day, the trade protectionism in countries increasingly fierce, in order to protect the interests of national industry and to expand exportation of bringing in foreign exchange income, governments are scrambling to play an active role in the process of this trade. This paper mainly through the historical debate of relations between the government and the international trade, and explore how should the government actively play the role in dealing with the international anti-dumping, promote international economic trade in normal operation. So this paper will focus on the view from the government in anti-dumping prevention litigation and lawsuit after, probing into the government should play the role of how to give full play to the initiative of the government management, and offer services for our country in the anti-dumping and international trade smooth development, and further to promote exports to protect domestic industry, protect our country enterprise interests, save unnecessary loss, so that China’s foreign trade could have a steady and healthy development.
