Economically speaking, dumping means the price discrimination on an identical commodity in the markets of different countries; legally speaking, however, it refers to those activities in which the export price of the commodity is lower than its normal price and which have been damaging the certain industry of the import country, Therefore, dumping could legally bring the unavoidable trade, such as holding up the development of the relevant industries in the import country, threatening and restraining the industrial structure adjustment and the establishment of new industries in the import country. What's more, it could also have adverse effects on the third country. Thus, dumping is not only an undue competition, but also an abuse of the free trade. In the purpose of resisting dumping , many countries have worked out and been implementing the antidumping acts to counteract the damage from the dumped commodities on the native products, especially on the newly developing industries. It is reasonable and acceptable to implement the anti-dumping measures for preventing the damage. However, it could be protectionism which affects the normal development of international trade, of the action of anti-dumping exceeds its reasonable scale and level. As the development of the world industrialization, the competitive edge has been being translated among various countries, so the contradiction between dumping and antidumping becomes more and more intense. Besides, the ambiguity and flexibility of the three definite factors, including the existence of dumping, the consequent damage of dumping and the cause and effect between the dumping and the damage, have made the anti-dumping adopted into a kind of legal trade protection. It is China that has been baffled most in the wave of anti-dumping in the world.So far, the special topics on anti-dumping are limited in the study of the causes, characteristics or response to anti-dumping, while few articles of dumping and antidumping, due to the lack of the entire basic of the combined practices and theories. This article the study on the theories of antidumping with expounding. The implementing conditions of antidumping thoroughly, and proves that anti-dumping is an approach of trade protection. Than, it analyzes the existing situation and features of anti-dumping which China is being confronted with. Furthermore, it raises thecountermeasures with which China could cope with antidumping, on the basis of the analysis of the anti-dumping agreement of WTO and the practical anti-dumping acts of several countries.Besides the preface, this paper has four chapters.Firstly, it introduces dumping and anti-dumping briefly. With the theoretical analysis of dumping and anti-dumping, the author has the views as following: 1 )Dumping, indeed, exists in the processes of international trade; however, the motives, calluses and conditions of dumping are diversified, and the effects, consequences and patterns of dumping are varied and complicated. Thus, the attitudes towards dumping should be synthetical; 2)The existence of the anti-dumping acts has its own necessity. For those dumping activities which have damaged the industry of the import country, and caused consequent effects, the import country has the authority to take action of anti-dumping, but not to abuse the antidumping measures.In the second chapter, it expounds the situation and features of China's being sustained by antidumping. It points out that China has been the superlative victim in the wave of anti-dumping, after analyzing the high complaint rate, large scale, high tax rate and the large involved amount of experiencing anti-dumping.In the third chapter, the reasons of China's being baffled in anti-dumping, are analyzed, including not only China's insufficient charge of export orders, the improper foreign marketing strategies of the export corporations, but also the abuse of the protectionism of anti-dumping measures, even the discriminatory anti-dumping measures.In the last chapter, it provides several strateg...
