| Transaction charge theory and information theory for the emerge of village bank and small loan with credit are deemed similar. Village ban, being a new financial institution of banking industry, is a result of financial inovation in village and a development of small loan with credit. Based on traditional small loan with credit, having absorded traditional characters of commercial bank, village bank is to be positioned as community bank in future.Village bank has advantages like low threshold, flexible operation and so on,comparing with traditional commercail bank and samll loan with credit unit. Furthermore, it has strong support from governmental policy and hence plays an important role in relieving financial conflict between supply and demand in villag. It can be forecast that village bank, under the support of government, will develop fast and has a promising future. But since we carried out some village bank experimantal spots, some legal supervising problems have appeared. And the problems will become big obstacles for the further development of village bank if we ignore them or we don’t pay more attention to them.Therefore, how to efficiently supervise village bank’s operating will be a subject worthy of research.Positioned as banking institure, village bank which is based on traditional small loan with credit and has absorded traditional characters of commercial bank, is different from traditional commercial bank and also from Bangladesh country bank. And so we can’t copy foreign model or take ready policy for commercail bank directly to supervise village bank. We have to have legal and systematic supervision torwards village bank.Having compared with commercial bank and country bank and learned from admission opinion, supervision opinion and temporary regulation, the paper has generalized the characters of village bank and its legal supervision on target,principle,section content and multi-option, and has proposed optimized idea to meet the factual need of village bank. |
