Private pre-school education has gradually became an indispensable force in thedevelopment of China’s pre-school education after the reforming and opening-up. onone hand, with the flexible teaching system, obvious characteristics of teaching andlearning activities, widely distributed branches and agencies, as well as quantityadvantage, Private pre-school education institutions has gained the recognition andselection of the society; on the other hand, private pre-school education is beinggranted supports from government, for its role in relieving the government ofpre-school financial burden and promoting the prosperity and development ofpre-school education sector. Although, private pre-school institutions enjoy a absolutequantity advantage over public pre-school institutions, their developments also face alarge variety of problems. This paper traces the development and causes of China’sprivate pre-school, analyses the necessity of the administrative regulations. the writertries to make some evaluation and recommendations in the view of status quo ofChina’s administrative regulations on private pre-school, with the expectation that amore scientific and rational private pre-school administrative regulation system to beestablished, and the overall level of private pre-school sector to be improved in China.
