Competence-Based Management (CBM) is a brand new innovation in Human Resourcemanagement for state’s Taxation Sector. Based the idea of competence management, CBMoffers an addition channel for competence improvement but also the administrative post’spromotion, and provides new perspectives and ways for public servant’s competence building.But the study on the competence development of public servant from the prospective of CBMis comparatively deficient.This essay emphasizes the CBM practice in Taxation Sector, givesthe relevant literature surveys, comparative analysis and empirical studies, then describes theroutings of CBM in Taxation Sector and measures for CBM ability building.The first and second chapter surveys the human resources management theories relatedto the CBM and reviews the reform process of domestic taxation sector from1998, definesthe competence level, CBM and the concept of the ability for public servants. The structureclassification and content of capacity building of the domestic and foreign public servants isalso listed.The third chapter is based on the practice of CBM reform for taxation sector; thensummarizes the current situation and problem of the CBM and ability building in GuangzhouLocal Taxation Bureau. Through horizontal and vertical comparison and analysis, it’snecessary to develop the CBM for enhancing the ability of public servants.The fourth chapter analyses the ability of the taxation department public servants usingobservation and interviewing method. It is concluded that the ability of civil servants intaxation sector is organic. CBM should be established the basic of ability organic, then it canbe ensure that the conclusion of positive correlation among competence, ability andperformance.The fifth chapter literature surveys and comparative analyses the interworkingrelationship among the systems of competence level management, performance management,taxation rank and capacity, builds the framework of the CBM and performance management,and gives the routing diagram of CBM.The sixth chapter presents the measure of CBM ability building, describes the“competence&performance" pattern for capacity evaluation, founds an ability based humanresource deployment and capacity development mechanism.
