In the21st century, China has made some achievements in economic and politicalreforms, at the same time, volunteer organizations have tremendously developed. Volunteerorganization is characterized with non-governmental, voluntary, nonprofit and autonomyfeatures. It not only meets the growing needs of the public, broadens the channels of thepublic to participate in social management, but also enables the government to make time andspace for the reform of management systems and innovate the way of social governance.However, compared with Western countries, there is still a certain gap in the developmentdegree of the volunteer organizations in China. One of the outstanding problems is thepolitical trend of volunteer organizations. The existence of administrative problem hasinternal and external reasons and in the meantime, there are a lot of difficulties to solve it.Therefore, clarifying these reasons and obstacles should be the key to the de-administration ofvolunteer organizations.This article takes volunteer organizations in Guangzhou as an example and is carried outon the main line:”describe of the administrative problems–cause of the problem–necessityto the de-administration–obstacles of the de-administration–routing of thede-administration.” The paper consists of four chapters.The first chapter is Introduction. This chapter includes the illustration of the researchbackground, the theoretical value and practical significance of the study and reviews ofdomestic and international literature to further explain the method, content and framework ofthis study; in the second chapter, the process of the current development of volunteerorganizations in Guangzhou and its administrative problem will be analyzed. The thirdchapter is the logical analysis framework of the problem between the development ofvolunteer organizations and the de-administration. The important effect of the theoreticalprinciple of de-administration of volunteer organizations is self-evident. Besides, theorganizational structure, activities and value pursuit of volunteer organizations areincompatible with administrative trend. For these reasons, de-administration in voluntaryorganizations is inevitable and necessary. However, a variety of internal and external factorshave became the main obstacles to constraint the volunteer organizations to go out frompolitical trend. In the fourth Chapter, the non-administrant of voluntary organizations inGuangzhou will be explored. Undertaking analysis of above chapters, this part holds theopinion that the de-administration of voluntary organizations in Guangzhou should bepromoted in three aspects: register records system, daily management system and activities process.The political trend in voluntary organizations not only restricts the further developmentof itself, but also obstruct the construction of the service government and a harmonioussociety. Therefore, combined with our country’s concrete conditions, this paper starts from theanalysis of the reasons of the formation of the administrative trend and make followingadvises: setting up the new type of social governance, improving the legal policy environmentof voluntary organizations, establishing the subject status of the volunteer organizations,strengthening their own abilities-building and push the development of diversifiedmanagement forward, in order to promote the final achievement of our social governance’gold.
