A Study Of The Double Management System Of The Local Administrative Service Center Of China

With the development of market economy system, the local administrative servicecenters emerged as bamboo shoots after spring rain. As a kind of beneficial attempt ofChinese local government reform, the local administrative service center has achieved asignificant change in government management style and a series of good social benefitshave been gained. However, in the course of its development, there are all sorts ofdifficulties such as the problem on management system which become the mainobstacle for its further development. The dual management phenomenon in the localadministrative service centers, rooting in the management system from the government,is very prominent. The current Dual management system has caused a lot of problems inthe development of China’s local administrative service center, such as difficultadministrative coordination, smaller personnel management authority, listless staffenthusiasm. How to carry out the reform and adjustment towards to the dualmanagement system for promoting the rapid development of the local administrativeservice center in China, attracts great attention of the theoretical circles andgovernments at all layers of management.This paper, with the research method of literature, social investigation, comparisonstudy method and in the example of a number of local administrative service centers,tries to carry on the analysis to the dual management system of the existing localadministrative service center for figuring out the existing problems and its causes.Finally, Draw lessons from the experience of foreign administrative service centers andthen put forward some suggestions and countermeasures to perfect the current dualmanagement system, improve the management mode and establish effective supervisionof the dual management system in Chinese local administrative service center.
