Research On Perfecting China 's Charity Administrative System

Since the reform and opening up, social development began to be put on theagenda, a large number of civil society organizations continue to emerge, and themulti-angle, multi-level to the socio-political and economic life of the country hadbecome increasingly profound impact. The central has basically broken through thedual management system in the Angle of the guiding ideology and the top-leveldesign. Philanthropy has ushered in an unprecedented development opportunity.Due to the lack of a unified philanthropy strong administrative agency and ainadequate support and supervision, the current philanthropy administrative systemhas brought us a series of questions: Philanthropy administrative agenciesoverlapping functions; Charitable organization and management standards are notuniform throughout, policy inconsistencies; High philanthropy barriers; Lack ofproper supervision of charitable resources and human resources, and so on.Problems caused by current philanthropy administrative system have becomeobstacles to the prosperity and healthy development of philanthropy, therefore, asystematic study of Chinese philanthropy administrative system should be carried outas soon as possible.This paper selected a unique research perspective, which is from theorganizations and regulations of administrative system of Chinese Philanthropy. Thispaper draws on the relationship between state and society—the theory ofadministration absorbs society and the theory of governance. Paper bases on Chinasphilanthropy administrative systems history, status, practice, summarizes the typicalorganizational structure in the form of philanthropy administrative system,summarizes and sorts regulations of local philanthropy administrative system, andanalyzes the problems of the administrative system and the reasons, then drawslessons from the United States, Britain, Japan’s philanthropy administrativeexperience. Finally, the paper proposes some innovative design ideas of Chinesephilanthropy administrative system in order to be able to provide some ideas fortheoretical research and policy formulation of Chinese philanthropy. The main points of the paper are as follows:First, the paper studies and summarizes the typical organizational structure oflocal philanthropy administrative system, and researches the regulations of localphilanthropy administrative systems, including "promoting philanthropy throughoutregulations," volunteer services Ordinance","charity regulations" and other lawsand regulations specified in philanthropy administration mode.Second, the paper summarizes the three kinds of philanthropy administrativemodel. There are one of the supply-side of the Shenzhen pattern, comprehensivelypromote the Beijing-based mode, the Shanghai Cooperation nurturing type pattern,and make some analysis of these patterns.Third, the existing philanthropy administrative system restricts the futuredevelopment of Chinas charity, so it’s necessary to break the existing institutionalframework. We should consider establishing a unified philanthropy administrativeinstitution. This paper proposed the concept of "China Philanthropy and VoluntaryServices Management Committee" innovatively and designed the functions of it, andadjust the organizational structure and functions of the former relevant departmentswhich involving charitable and volunteer services.Fourth, in order to ensure the healthy and sustainable development of Chinasphilanthropy, this paper proposes a protection mechanism should be established tosupport the unity philanthropy administrative agency. Specific implementation pathis: establishing a registration system which can cover all charities, establishing a fullrange of dynamic supervision system, strengthening supportive charity platform,putting more efforts to improve the investment and taxation Philanthropy way inorder to be able to provide some ideas for theoretical research and policyformulation of Chinese philanthropy.
