The Origin Analysis Of Controllable Democracy Theory

Controllable Democracy is a democratization way groped by Russia and Central Asiancountries in the democratic transition, which is suitable to their countries’ and regions’ politicaleconomic and cultural conditions. Controllable Democracy is a democracy carried out from top tobottom, with its essence belonging to the limited democracy category. It was adapted to a series ofspecial circumstances of Russian and Central Asian countries’ multi-ethnic, multi-faith,multi-religious and key geo-political location. The emergence of Controllable Democracy isdeveloped on the basis of Elite Democracy Theory, Authoritarian Theory and Central Asiandemocratic practice of Controllable Democracy.This paper considers the source of Controllable Democratic Theory as the research object,trying to analyze the influences on the forming of Controllable Democracy Theory by thesetheories as well as Controllable Democracy Theory’s borrowing of these theoretical referencesfrom the perspective of multiple existing political ruling theories.As for the first chapter, this paper will define the paradigm of Controllable DemocracyTheory, elaborate the concept, the condition and the operational characteristics of ControlledDemocracy, and makes a detailed defining of Controllable Democracy.As for the second chapter, this paper selects Elite Democratic Theory as the research object.This paper argues that, Elite Democratic Theory is the fundamental theory as well as the mettheory of the source of Controllable Democracy Theory. Controllable Democracy, beingessentially elite leading developing political mode, is the core of Elite Democracy Theory in thepolitical practice essence.As for the third chapter, the paper considers Authoritarian System as the research dimensions,and selects two typical authoritarian systems (southeast Asia and Latin America) in history and inreality as the research object, to analyze the characteristics and development conditions ofauthoritarian political running mode, so as to analyze Authoritarian Political Theory’s influenceson the formation of Controlled Democracy Theory.Chapter4considers Russian Sovereign Democracy as the research object. SovereignDemocracy is highly generalized for Putin’s governance after his being in office, is developed onthe basis of Russian Authoritarianism Trend in history and Russian Controllable Democracypolitical mode, and is regarded as Controllable Democracy Theory’s Russian practice. Itresearches Sovereign Democracy’s essence, characteristics, and running mode, as well, it has greatsignificance in studying the formation of Controllable Democracy. The author argues thatControllable Democracy’s connotation, methods and functions is evolving constantly fromanswering domestic political chaos at the beginning to prevent the permeation of westerndemocracy. Political leaders in various countries reflect the merits of Controllable Democracy inthis process, meanwhile, they do not give up the pursuit for democracy, and set up the runningmode of Controllable Democracy dynamically, which is also the motivation for the continuousdevelopment of Controllable Democracy.
