Excellent judges selection across the country can be dated back to2003,China’s first "’national top10Excellent Judges award". Since2003, the country has generated20excellent judges through mass polling. Thereafter.each provinces and cities have organized the excellent judge selection. As the name suggests, the Excellent judges are worth learning, can be used as examples of all judges, they are types of model selection for the court system. For this phenomenon, academic circle paid more attention to individual character and moral cultivation of the Excellent judges, few valuable research has been made, this paper want to have a try.This article is divided into five parts. As we all know, Excellent judges selecting activities can be divided into two phases "election and promotion ".the first part of the article reviewed the history and development of selection from the perspective of social change. Make analysis on the selection and promotion of Maxiwu and Excellent judges in the new era.The second part of the contest explodes the reasons why select and promote Excellent judges. The reasons maybe:Traditional Confucian culture "virtue",traditional Chinese bureaucratic model of governance, the ideology which the Excellent judges embodied has economic function; it also act as tools to promote the ideology of the Communist Party.The third part of the article makes analysis of the20judges, trying to outline the basic image of China’s contemporary judges, for example their jobs, ages, education, gender, etc and the Patterns of their jobs.The fourth part makes reflection on these judges. There exist conflict in the Patterns of their jobs, and we paid too much attention on their personality and moral factors. The activity also failed to reach the expected purpose. The perfect personality reflects the weakness of judicial occupation.The fifth part undertakes the fourth part, after reflecting the moral and political factors of Excellent judges.we can get a conclusion:it would rather pay more attention to the system construction than moral example, we should promote the judge professional construction, and handle the relationship between the leadership of the party and Judicial reform, in a word correctly.the judicial reform should not go back.
