In recent years, our country put forward to build the target of construction of new countryside, meanwhile, our government has constantly improved the expenditure of finance and has provided "three agri-issues" policy support. However, with the substantial growth in the funds supporting agriculture and benefiting farmers, the size of the rural economy is expanding ceaselessly, and rural economic activity is frequent with each passing day. Thus, the administrative management activity to assist the town government engaged by rural grass-roots cadres is increasing accordingly, and the funds they can touch are growing continuously. In addition, accounting management in villages is in the confusing state and the supervisory system is imperfect. These various factors contributes to a growing trend on agriculture-related crime by taking advantage of duty of rural grass-roots cadres, which damages severely legitimate rights and benefits of farmer masses, undermines rural economic development and rural social stability, impact "three agri-issues" policy to carry out, prevents the pace of new rural construction, even slows the national economy’s and society’s overall development process. Therefore, these are urgent tasks faced currently by judicial authorities and party and government organs at all levels to suppress and prevent efficiently agriculture-related crime by taking advantage of duty of rural grass-roots cadres, and to effectively protect legitimate rights and benefits of farmer masses, to ensure rural reform and development.This essay mainly is divided into four major parts:The first part is about the overview of agriculture-related crime by taking advantage of duty of rural grass-roots cadres.
