China is a large agricultural country, the rural population accounts for the vast majority.The problem of agriculture countryside and farmer which is also called three rural issues has been related to the reform and open policy,to the economic development and to the social stability. The good developmental trend in agriculture and rural area plays an important role in national economy’s table and sustainable growth. In the process of building a new socialist countryside, the rural grassroots cadres are leaders and also participants and builders. They make up a powerful force that indispensable and can not be ignored in building a harmonious socialist society.Their integrity and dedication has direct influence to the process of building a new socialist countryside. But because of various reasons, there are still serious crimes by taking advantage of duty of the rural grassroots cadres in China’s vast rural areas, This type of crime has become cancer and becoming the worst influence on building a new socialist countryside,and then it will influence the national economy and the social comprehensive development from bad aspects.This paper attempts to analyse the crime by taking advantage of duty and its causes by analysis of the data in most cases combined with the theory of public management to clearly present the characteristics in the statistical area.And then put forward the corresponding precautionary measures.The first part is the present situation of rural grassroots cadres’ duty crime, mainly through the data and examples to summarize the characteristics, the relative field and the new trend.
