Since reforming and opening, our country has formed certain scale and level of different city area. In the city the development process of area, some local governments for their own interests while ignoring regional interest or even damage the regional interest, escape to their responsibility. Therefore, must formulate normative responsibility mechanism and interest angle mechanism. This paper will study the specific city group led by local government responsibility, in order to promote city group within the local government does not escape liability, better performance is its responsibility.This paper is divided into five chapters. The first chapter of the selected topic background, research significance, research methods and so on, reviews the related literature at home and abroad research status; second chapter city group, city group, the responsibility of such basic concepts, introduces the theory basis, as well as the analysis of city group the dominant local government responsibility of necessity; the third chapter describing the long the Changsha-Zhuzhou-Xiangtan city group government responsibility sharing current situation, including the Changsha-Zhuzhou-Xiangtan city group geographical resources, local government responsibility structure present situation, different management mode of the leading local government responsibility sharing strategy profiles; the fourth chapter points out that the Changsha-Zhuzhou-Xiangtan city group the dominant of local government under the responsibility of the problems and their causes; fifth chapter of the perfect city group under the leadership of local government administrative responsibility put forward countermeasure to suggest.
