The Research Of Public Involvement In Corruption Control In Changsha City

Along with economic growth and social transformation, corruption threatenChina’s economic development, political stability and social harmony continually.Combating corruption become the major theme of the state power construction andparty construction. The way of fighting corruption is making progress andtransformation. Rapid development of internet a communication technology createlate-model public space. In the sight of organization dimensions, all kinds of civilgroups have effect on the process of fighting corruption. In the sight of culturedimensions, the civic spirit of taking an active part in public affaires is growingcontinually. The there dimensions advance public participation together whichbecomes a new environment of fighting corruption.The purpose of this research is to combine the governance theory and the socialcapital theory.Through the study of the status quo and problems in the public involvement in corruption control in Changsha city,to provide advice for policy decision.From the social capital’s view,the reasons behind corruption include the public’s lack of confidence in the government, unfairness in social resources exchange,negative culture and system malfunction.Public involvement can raise their faith in government andimprove efficency in corruption control.It can also destroy the corruption network and form a good cultural and system environment.Public involvement is the social foundation in corruption control.According to study the current situation and the problems of public participationto fight corruption, We try to combine the management theory with social capitaltheory to bring forward policy suggestions for consummating public participation offighting corruption. We find that public participation is the social basis of fightingcorruption. The not well organized reporting system,unsound policy,traditionalculture and undeveloped civil society restrict public participation.The conclusion ofthis paper is that if we want to promote public participation of fighting corruption,wemust develop healthy social culture, complete social supervision system, give goodplay to the supervision by public opinion and complete the supporting system ofpublic participation. This paper has some reference value to public participating tocorruption fighting. Basing on using the experience of public participation incorruption management in South Korea, Japan and Hong Kong for reference, andanalyzing the current situation and the problems of public participation in corruption management, we think the main reason of restricting public participation in corruptionmanagement is that reporting system is not straightened out, system is not sound,influenced the traditional cultural and civil society is not developed. The conclusionis that to further promote public participation in corruption management, we shouldfoster healthy social culture, form the perfect social supervision mode, good play therole of social supervision by public and sound public participation in the supportingsystem. This paper has certain reference value to better public participation in thecorrupt management.
