Research On Effective Ways Of Public Participation In Local Government Corruption Governance

After The Eighteenth National Congress of the Communist Party of China, China has set off a climax of anti-corruption work. In the third Plenary Session of the 18 th CPC Central Committee, it was further proposed to strengthen the restriction and supervision system of power operation. Let the power to run in the sunshine, and put the power into the cage of regulation; form a scientific and effective power restriction and coordination mechanism; improve the system of part and state leadership; strengthening innovation and institutional anti-corruption safeguards system, and improve the style of the normalization of a series of measures to improve style. Although at press our country anti-corruption work has obtained certain achievements but with the deepening of the anti-corruption, corruption is becoming more and more hidden, and anti-corruption work become more and more hard, especially local government corruption. The local government directly faces the social public, Local government and clean government related to the national economy and the people’s livelihood. This situation can’t be completely rely on the power of Commission for discipline inspection of a department. This need to mobilize the whole society, and requires the government to guide the public to take part in public manage. Except this it’s need to create and improve various system and channels to ensure effective participation of the public. Public participation is an important form of democracy in China, therefore it’s of great significance to explore the effective way of public participation in the governance of corruption.In recent years, with the rapid development of China’s internet, the majority of the public are able to express their opinions freely on the internet, they also can comment on current affairs. Especially led by micro-blog,the network anti-corruption is widely accepted by the public. A lot of the public willing to participate in local government’s anti-corruption work, so it provides a new method to the public anti-corruption, and it’s greatly reducing the workload of disciplinary inspection department. Besides these the disciplinary inspection department can get the information from masses in the fastest and the most accurate way. China’s current anti-corruption situation is still grim. In this case, only by the strength of the discipline inspection department hasn’t been fully effective for this work. So the anti-corruption work need to launch the power of the public to participate in the fight against corruption, not only guarantee the public legal right and obligation but also to mobilize the enthusiasm of public participation in politics.At present our country public participation in governance of local government corruption has made considerable progress, but there are still some shortcomings. A lot of public lack of participation awareness. Due to the asymmetry of information, most of the public can’t make good use of the law and system to safeguard their own rights and interests. So they can’t be properly applied to participate in a variety of ways to participate in public management, more impossible to talk about participate in local government corruption. This paper will explore the effective ways of public participation in the governance of local government corruption, and based on the study of the traditional way of participation and the new way of participation, to explore the influence factors of public participation in China, and guide the way to realize the public participation in our country.
