The Study Of Hunan Province Federation Of Overseas Association Work In The New Period

Overseas Chinese affairs is one of the party’s and the country’s long-termstrategic job. As it’s full of opportunities and challenges in the21century in which weexperience the economic globalization, and witness the ever-changing high-tech,many management services has exceeded the restrictions of traditional administrativeregion. Public issues between domestic and international region has becomeincreasingly prominent. As the Chinese has spread all over the world, there is nodoubt that to enhance the job towards overseas Chinese has a negligible significancefor the competitiveness of the region. Therefore, how to carry out good research workon overseas communication is the problem of Hunan Federation of Returned OverseasChinese to study in depth.Overseas communication runs through the whole work of overseas Chineseaffairs. On the basis of the NGO theory, the enhancing and innovating socialmanagement theory, and the social network theory, this paper analyzes the newcharacteristics of social network presented by nowadays overseas Chinese and thepresent status quo of the overseas communication job in Hunan province; studies thesuccessful experience of overseas association work in India, Fujian and Guangdongprovince; and proposes some thinking on the overseas communication work of HunanFederation of Returned Overseas Chinese according to the local situation. The maincontents are: creating a "big overseas Chinese Affairs" management pattern to unitethe overall force to carry out overseas association. Broadening the overseas workingchannel to build new work mechanism of Hunan overseas communications; payingattention to the driving role of overseas Chinese communities to give full play to thecross-domain advantage of overseas these communities in social network; utilizingpolicies of protecting the rights of overseas Chinese to enhance the overseascommunication; learning from foreign legislative experience on overseas ChineseAffairs, e.g. Chinese card system,"Overseas Chinese Day", outstanding contributionaward, double nationality for certain persons, to make convenient for carrying outoverseas communication work and ensure the scientific and sustainable developmentof overseas Chinese resources.This paper also puts forward the suggestions for strengthening the overseascommunication work. They are: enforcing the legislation on overseas Chinese affairs;improving the domestic social channels for overseas Chinese; valuing the importance of overseas Chinese communities in the trans-national networks; building the culturalidentity in the new generation of overseas Chinese...
