Our country is now in a crucial time of high-speed development. Overseas Chinese are making great progress in thoughts and needs,which makes a sharp contrast with the low work efficiency and the insufficient public service of Overseas Chinese Associations.OCAS should act as a bridge in serving Overseas Chinese,but recently,the work of OCAS has a trend of attenuation.One of the key reasons is the lack of performance management from a public administration point of view,therefore,research on the performance management of OCAS is particularly important.Currently,the performance management of OCAS is basically in a blank state in our country and is lack of standard system restraint as safeguard.There are some performance evaluation methods initiated by some places, but most of their orientation is not accurate and are difficult to operate. Returned overseas Chinese association of Guangdong province has not introduced the performance appraisal system in municipal associations. And it is not accurate to put the performance appraisal of municipal OCAS into the performance examination system of "The Communist Party-Masses System" or the government.In general,the most outstanding issue GD OCAS should face in initiating performance appraisal is that the performance appraisal institution of OCAS is not standardized or perfect. The existing research on performance appraisal institution is rarely based on OCAS, which causes a lack of correct theoretical guidance on OCAS performance appraisal institution problems.The author has quite rich working experience in OCAS,he discusses the problems of performance appraisal institution in OCAS and why these problems come out according to the related theory and practical experience of the domestic and overseas public sectors. This article deals with four aspects of public sectors performance appraisal like implications,methodologies, existing problems and their reasons in order to build the performance appraisal system in GDOCAS. The author designs a operational performance appraisal plan primarily to provide some references on OCAS performance appraisal which is an important innovation on OCAS management system.This article is composed of five parts. Chapter one is the introduction,mainly stating the background, purpose, present situation and method of research. Chapter two is to analyze the present situation of the performance appraisal in domestic OCAS and GDOCAS,and explaining the concrete display and character, as well as reviewing the history of OCAS development.Chapter three is the analysis part of OCAS performance appraisal problemswhich is explained from several aspects like inside and outside environmental effect, the lack of related theory and regulation.Chapter four is to introduce the experience of other public sector in domestic and abroad,and also the enlightenment it brings to GDOCA.Chapter five is to build GDOCA performance appraisal system,and making an operational program to do performance assessment mainly in municipal OCAS and the directly affiliated institutions of GDOCA.
