The Research On Problems And Counterparts In The Process Of The Reform Of County Authority In China

With the rapid development of county economic, the current city managingcounty has brought a lot of drawbacks, such as administrative costs increased,administrative efficiency decreased, cities and counties contradiction aggravated,these problems are becoming more and more serious and have restricted and hinderedthe fast socio-economic development in the county. Therefore, the reform of citymanaging county become an important part of local government administration reform,County authority is adapted to the requirements of the times, has become a concerntheorists study subject. County authority is a unique phenomenon in China, which isthe realistic choice in line with China’ national conditions to resolve the urban-ruralsplit and city managing county’ drawbacks. The reform is the key point to developcounty economic. It’s a strong need to improve the socialist market economic systemand building a harmonious society. The reform of county authority is a complicatedsystematic project, which involves political, economic, cultural and other aspects ofsocial life. Therefore, the reform can not be achieved, but rather a gradual process. Asthe provinces all over China’s actual situation is different, the reform has succeed insome regions, while in others, the reform has been difficult, and there have been manyproblems.On the one hand, this paper based on organizational change theory, decentrali-zation theory and management level and rate theory analyzing the necessity of thereform of county authority from the theoretical and practical aspects.Then putforward the importance of the reform of county authority to our administrative reform;On the other hand, this paper starts with the practice of reform in some provinces, andpointed out the main problems exists in the reform of county authority and analysisthe reasons in-depth. At last, for the main problems in the reform of county authority,this paper detailed analyze the countermeasures.The main problems in the process of China’s reform of county authority are thefollowings: policies of expanding its powers are difficult to implement, the verticalexpansion of management is in a vague position in the policies of expanding itspowers, the conflict between the original cities and the expanding county (city), thefinancial authority and powers is unequal and so on. For the problems in the reform ofcounty authority, we want to successfully promote the reform of county authority, some counterparts must be taken.Such as understanding the county authorityscientifically and rationally, improving the scientific of expanding its powers’ policy-making, clearing responsibilities at all levels of government, defining the powers andfinancial authority scientifically and reasonably and perfecting the related reformsetc.
