Research Of County Directly Administrated Under Province: From The Perspective Of Reforming The Government Hierarchy

With the continuous advancement of the government hierarchical division, China's direct control of the county in the top-down driven by the central government has gradually presented popular trend. Over the past nearly 20 years, the City Managing County system has gradually withdrawn from the government level management sequence in a selective way. Reform---Development---Longstanding malpractice---Improvement and further improvement, this kind of reform style also adapts to the basic developing principles of economy and society. At the same time, each layer of every reform is indispensable for historical and practical reasons. Naturally, the practice of reform is constantly formed in the exploration and summarization.This paper considers that divided government levels of the visual system concentrates on the county government management. Therefore, the paper doses some academic analysis and empirical research both in theory and practice and theoretical conclusions on the possible problems. Meanwhile, it also gives great prospects on other advantages.The main text is divided into four sections:literature review, practice course, the existing empirical research and problem analysis, and policy recommendations.The first part is based on the theory at home and abroad providing the theory proposed by the article and intellectual support; the second part, from a practical view, tries to look for and then put forward the conjunction point of the theory of our government hierarchical reform. The third part, view from the actual problems to solve the feasibility of direct control of County model in practice. The fourth part mainly analyses the comprehensive conclusions and puts forward the direct control of the county model in developing path chosen.
