Academic theory and the government practice combined not only give a strong impetus to the progress of this reform, but also greatly improve the quality of the reform.On June 22, 2009, the Ministry of Finance issued Advice on Promoting the Reform of Direct Provincial Supervision of County Finance, which marks that the reform of China's direct provincial supervision of county has stepped into the overall expansion phase. It is also clearly pointed out in Eleventh Five Year Plan that in the next five years our country should straighten out the financial management system below the provincial level. Local areas where condition permits can implement the management system of direct provincial supervision of county and gradually promote the equalization of basic public services. The resolute attitude of the central government shows that to implement the direct management of the county system in China has unusual significance.The establishment of direct provincial supervision of county not only has the necessary conditions, but also has strong theoretical support. It is of great significance. Talking from the perspective of reform conditions, three decades'market economy construction provides the direct provincial supervision of county reform with a very mature and free economic environment. The deepening reform of government organizations and the civil service reform lay a sound organizational structure and provide basic human resource. The rapid development of advanced technology and industrial information technology has laid a solid technology platform. The further development of new public management theory in the new century has made a positive contribution to the reform, providing the reform with a very scientific theory support. Flat organizational structure theory offers direct provincial supervision of county reform a very scientific theory model. Considering China's current situation, we have to admit that the reform has series of significance. First, the reform helps to settle the inherent ills of administrative management system- overstaffed organs and inefficient administration. Second, the reform is conducive to the development of China's economy, especially county economy. Finally, this reform will help improve the level of grassroots democracy in China and promote the progress of the political system. In addition, from a macro perspective, direct provincial supervision of county reform research involves the major issues like the reform of local administration levels; it has impacts on our country's political stability, economic development, national unity and social progress. At the micro level, direct provincial supervision of county, especially direct provincial supervision of county pilot will inject some vitality to the county's economic development.The reform of direct provincial supervision of county is not all imaginary castles in the air; it is also not an expedient of government reform. The reform is the necessary requirements of the deepening administrative management reform. It is a core area which affects China's future economic and politics. This paper synthesizes the research results of different scholars and uses the basic administrative management theory, with the author's own understanding of the current management practices both at home and abroad, aiming to fully explain the direct provincial supervision of county reform and also propose some useful recommendations to the reform.
