| The concept of military diplomacy appeared after World War Ⅱ. As a branch of national total diplomacy, it is more and more frequently used by countries or international organizations to implement its strategic objective of national security in different periods. That is to say, countries worldwide all establish or develop military relations with other countries or international organizations, by taking national interest as the starting point, national security and defense strategy as the basis and the nation’s unified foreign line of approach and policies as the principle. Furthermore, all this coordinates with politics, economy and cultural diplomatic activities.After the end of the cold war, great changes have taken place in international politics pattern and security situation of the world. The Asia-Pacific region gradually became the military focus and countries of the Asia-Pacific region carried out a variety of diversified, flexible, pragmatic, and full range of military diplomacy to maintain its own security and country’s strategic objective. As the major countries in the Asia-Pacific region, especially in the northeast, China, Japan, ROK, DPRK and Russia also launched various phased military diplomatic activities according to their national strategies. The United States as a Western country, in order to obtain more rights of participating in Asia-Pacific Affairs and taking military control of the Asia-Pacific region, not only redeployed military forces in the Asia-Pacific but at the same time carried out cooperative military exercises——war-games, which has deterrent nature. On January17th,2012, the United States published defense report Sustaining U.S. Global Leadership:Priorities for21st Century Defense. In this report, President Obama particularly pointed out that America would turn its attention on the security and prosperity of Asia-Pacific area.The military diplomatic activities that Asia-Pacific countries and the United States have launched not only affected countries’foreign relations, but changed Asia-Pacific security environment. Therefore, establishing Asia-Pacific security mechanism seems more important, which can balance the interests of the Asia-Pacific countries, contribute to the resolving of the Korean nuclear issue and benefit the peace and stability of the Korean Peninsula, northeast and even the entire Asia-Pacific area. Until now, although there are bilateral or multilateral cooperation mechanisms such as ASEAN, APEC, etc in Asia-Pacific region, a Pan Asia-Pacific security mechanism has not appeared. There are a lot of reasons that can explain, among which military diplomatic activities of Asia-Pacific countries and the United States’military diplomatic activities play a key role. |
