The author choose rural social vulnerable groups as the research object, because in the current our country, most vulnerable people still live in the countryside, especially the rural women, children, old men who are innate weak. And the land-lost farmers who lead to vulnerable groups for other factors.According to existing problems of these two categories of rural social vulnerable groups, this article mainly focus on the action of local government in protecting them.Such as how to effectively protect them, and analyze the problems of the formation of the deep reasons.On the analysis of the dilemma of rural weak group, this paper mainly take their current social security situation, low social security brings survival pressure, this is focusing on the rural old man; Legal rights are not effectively guaranteeing, against the land-lost farmers; The rural education situation are grim, in view of the rural children. How to effectively protect them is a difficult problem which put in front of our local government. To break this problem, first of all, we must reshape the local government. Local governments should be in a good attitude on the process of protecting and stood in the perspective of the other side to solve the practical difficulties. The local governments still need to pursue well protection. It means that in the process of protection we should regard the public interests, and overcome their own selfish nature. At the same time, optimize the protection mechanism is also essential. This is the local government own request.
