Interests Expression And Optimization For Social Vulnerable Groups

From the beginning of September 1954 when the first session of the first National People's Congress held,the system of People's Congresses has demonstrated a rise,fall,and resurgence course over 60 years,is proved to be an increasingly important participant in political power.Status and nature of the NPC determine that the people's Congress is the most authoritative channel of interests expression of Chinese citizens,is the main political place that settles differences during distribution of interests.At the same time of reform and opening-up,vulnerable groups is increasingly appearing,the stratification of society and disequilibrium of interests expression have become the important issues in the process of political development in China.As a citizen-based place of interests expression,the People's Congress is the most legitimate,official and fundamental way to express the interest demands of the social vulnerable groups.For a deeper understanding of the situation about vulnerable Groups' interests expression by the deputies to the local people's Congress,this paper carries on the statistical analysis to the data include 12 motions and 1397 proposals made by 466 deputies to the H District People's Congress of G city from 2006-2016.Through in-depth interviews with some NPC deputies,we can analyze their motives for action.From the case of H District People's Congress,we explore the patterns deputies to the people's Congress who show concern for vulnerable groups,and put forward problems and Countermeasures.Study interests expression and optimization of social vulnerable groups from the view of local People's Congress,we are looking forward to the future,people's Congress will be able to express more effective interests for social vulnerable groups.We also hope to enrich the study of the Chinese People's Congress,providing a unique perspective for the study of vulnerable groups.The thesis consists of an introduction and five parts: the introduction includes research background and significance,literature review,research objectives and framework,theoretical resources and research methods.The first part introduces the history and current situation of H District People's Congress.The second part introduces the analysis and study of H district's Ten years' representative motions,proposals and other relevant performance data,summed up the issue of deputies to the people's congress concerned about the vulnerable groups,including forestry and water problems,urban construction industry problems,traffic problems,financial problems,legal problems and Educational Scientific Cultural and Public Health problem etc.The third part introduces the way that deputies pay attention to the vulnerable groups,they are proposing bills and proposals,deliberation,inspection,special investigation,law enforcement inspection,contact with the masses.The fourth part is through interviews with deputies to the people's Congress and staff members who concerned with the interests of vulnerable groups,analyzing the motive mechanism,includes direct election system's budding representation,motivation and support,background,self realization.Finally,combined with the actual situation of H District,this paper puts forward the problems and policy suggestions of the interests expression of vulnerable groups by the local people's Congress.First of all,deputies to the people's Congress are not absent in the interests expression of the disadvantaged groups,he deputies to the local people's Congress have shown sustained concern for them,with wide coverage and involving many fields.n dealing with the affairs of the people's Congress,the government has promoted a solution to the problem of the disadvantaged groups.o a certain extent,it has played the role of people's Congress as a channel for the interests expression of vulnerable groups.Secondly,under the organization of the Standing Committee of the local people's Congress,the way to focus on vulnerable groups is more abundant.The local government pays more attention to the affairs of the people's congress,combined the motion or suggestion of deputies to the people's Congress with government's plans about people's livelihood,brings a more effective settlement.Third,the representatives are more deeply aware of the role.The Standing Committee of the local people's Congress and the government have shown an encouraging and supportive attitude towards performing their duties on behalf of the disadvantaged groups,create opportunities for representatives to participate in social management,let them be more motivated to speak for vulnerable groups,make the local people's Congress become an effective channel for interests expression of vulnerable group.Finally,aim at the problems of the interests expression of vulnerable group in the local People's Congress,the paper suggests that we should make efforts to ensure that all channels are unblocked to guarantee citizens' right to be heard,improving the quality of NPC interests expression,giving representatives guarantee for the performance of duties and supervision,improve the popularity of the NPC system,let the people's Congress play a better role for the expression of the interests of vulnerable groups.This article takes the local people's Congress as the analysis angle of view,and from the interests expression point of view,researches on the interests expression and optimization of social vulnerable groups,hopes to broaden the research ideas and research perspectives in this field.Optimizing the interests expression of vulnerable groups,we hope to do a little help for balancing social interests expression,promoting social equity and justice,building a harmonious socialist society.Due to the limitations of empirical research,further study is needed on the regularity of deputies to the people's congresses at other cities and levels in China who concern the vulnerable groups,how can the deputies serve the disadvantaged better and so on.
