The Research On Problems Of Government Regulation In The Marketing Of Municipal Sewage Treatment

Since2002, the Ministry of Construction promulgated "the views of speeding up the process of marketing of municipal utility industry". China’s urban sewage treatment began to explore market-oriented reforms. In the market-oriented process, the Government intended to compensate for a variety of market problems and deficiencies through various control measures. However, due to the defects in the government control system itself and the various government regulations not in place in the process of government regulation of the urban sewage treatment should not be able to play its own role so that the efficiency of urban sewage treatment is very low, a variety of issues emerging all the time and unresolved. Therefore, it is particularly important to do research on the government regulation problems in the process of marketing for urban water, which is to improve the efficiency of government regulation, and accelerating the reform of urban water markets in the direction toward the healthy development of great significance.This paper focusing on urban wastewater treatment market in the main line of the issue of government regulation, drawing lessons from new public management theory, government regulation, capture theory and the theory of asymmetric information related to government regulation expounded the concept of urban sewage treatment market connotation, government regulation concepts and methods. Based on a clear understanding of the performance of government regulation in current marketing of urban sewage treatment, carefully studied the current problems of government regulation in the process of wastewater treatment’s marketing, including problems in the system of government control, and such as the problems in price control, quality control, access and investment control and analysed the reasons one by one in-depth, and finally proposed measures to improve government regulation performance in urban sewage treatment marketing.Urban sewage treatment, as a part of municipal utilities, related to improving quality of people’s life in real terms, also inevitably formed part of a harmonious socialist society. To gradually address the current problems of the government control in the process of market-oriented reform of urban sewage treatment, speed up the pace of market reform of urban sewage treatment in China, we have to improve the performance of government regulation in municipal wastewater treatment market, which is also the demands of building a comprehensive well-off and a harmonious society.
