Since 2007,especially after the revised Postal Law in 2009 clarified the legal status of express delivery enterprises for the first time,China’s express delivery industry from small to large and rapid development,the market structure continues to optimize,resource elements accelerate the accumulation.The high development of the Internet and e-commerce,further promote the development of the express industry,so that small express packages into thousands of households.With the rapid development of the express industry,the bottleneck problem in industry supervision caused by the lack of system design and weak management is also becoming more and more prominent,and seriously restricts the express industry to a higher level and higher quality development.Therefore,in order to better maintain the development order of the express industry,we need to further study the supervision of the express delivery industry in theory,further standardize from practice,so as to promote and standardize the healthy and green development of the national express industry,maintain the safe and smooth delivery channels,protect the legitimate rights and interests of express users,accelerate china from the express power to the express power across the process,promote the national express industry governance system and governance capacity modernization.Based on the government supervision perspective,this paper takes Jiaxing Municipal Post Administration(hereinafter referred to as Jiaxing Bureau)as an example to carry out research,consults the paper literature and the Internet through the literature research method,conducts field interviews and investigations,analyzes and compares the development status and supervision experience of the domestic and foreign express delivery market,introduces the current situation and effectiveness of the express delivery industry in Jiaxing City,and puts forward that it has "inadequate supervision function,incomplete supervision content;The four-point problem of insufficient regulatory authority and low social identity,in view of the problem,analyzes the causes of the problem from the four angles of laws and regulations,local policies,organizations and team strength,and finally combines the theory of governance,market failure,government regulation and other public governance theory,combined with practice,puts forward the "optimization of top-level design;To promote Jiaxing City and even the province,the national express industry’s healthy and sustainable development.
