Local Government Supervision Research On Municipal Infrastructure Based On PPP Model ——Taking YH Sewage Treatment Plant Project As An Example

The basis of the smooth operation and development of a city is the effective supply of municipal infrastructure,which is a closely related element of people’s lives and a sign of a city’s competitiveness and comprehensive ability to survive.With the high application and development of PPP model,the cooperation mode between public and private parties has been widely applied and popularized,and the two sides have constructed a community cooperation relationship of "joint development,complementary advantages,risk sharing and benefit sharing",which can effectively reduce the financial load of the government and stimulate the activity of private capital.However,many domestic PPP projects using the supervision is still following the traditional model,it is difficult to adapt to the conventional development.From the perspective of investment and financing,construction,operation and so on,in the PPP project government supervision and management construction,many of the domestic theories are not in place,lack of scientific and complete supervision and management system,franchise contracts are not complete,regulatory authorities set up disorder and lack of professionalism,there is no clear division of labor of the regulatory authorities.This paper focuses on the local government supervision and management of municipal public infrastructure in the PPP model,combined with the PPP model,municipal infrastructure,government supervision and other related concepts and theoretical basis,analyzes the situation of government supervision and management in the operation stage of municipal public infrastructure in the domestic PPP model,and points out the areas where the local government supervision of municipal infrastructure needs further improvement based on this model.On the basis of studying the outstanding achievements of developed countries,this paper discusses the purposes and principles of government supervision in the period of investment and financing,construction and operation of municipal services in the domestic PPP model,focusing on the research and analysis of the PPP model of municipal services where government supervision should be improved.Finally,the YH sewage treatment plant is selected as a research case to conduct a comprehensive study on the operation supervision of municipal service projects.At present,the YH new district government urgently needs to speed up the optimization of the PPP model of government supervision pace,the government supervision and management departments of the responsibility of clear division of authority,the government,private institutions and the public between the three interests of effective adjustment,so that information in the sun,complete market access and exit order.Regulatory management system and institutional changes need to be accelerated by government agencies,such as the PPP public project supervision and management organization set up independently,such as incentive supervision and management initiatives to be used appropriately,such as strengthening the value for money demonstration,the construction of a multi-public supervision system.
