Research On The Equalization Of Basic Public Services In Changsha-Zhuzhou-Xiangtan

Equalization of basic public services is an important part of practicing the scientific concept of development and building a harmonious society. It refers to the provision of public services with generally equal opportunities and outcomes based on the development stage and overall level of economy and society, in order to maintain the economic and social stability, basic social justice, protection of individual fundamental right to survival and development. The main contents of basic public services, covering infrastructure, health care, social security and so on. The basic principles include the overall fairness and efficiency, government leadership; highlight the focus and system first. To realize the equalization of basic public services of Chang-Zhu-Tan agglomeration is not only an important content of "two oriented society" but also the way to optimize the allocation of regional resources.This paper makes a deep and systematic research into the issues of equalization of public services of Chang-Zhu-Tan agglomeration. At first, welfare economic theory, public goods theory, social contract theory and theories of justice are used to make a theoretical analysis of equalization of public services in Chang-Zhu-Tan agglomeration. Secondly, from infrastructure, health care, and social security to make an empirical study of the current situation of Chang-Zhu-Tan agglomeration, in which has found the problems exist in the ability to supply basic public services, production capacity, consumption and other aspects and has analyzed its causes. Thirdly, this paper has summed up the international financial experiences of the transfer payment system in the United States, the local delivery of payment system in Japan, the tax system in Australia, and the legal system in German. At last, based on theory research, empirical analysis and international comparison, from reform and improve the public finance system, the establishment of public service system of government, establish and improve basic public service system and improve the assess system of government to put forward the choice of path of the equalization of public services in Chang-Zhu-Tan agglomeration. Through a series of system improvement and functions changes of the equalization of public services, to promote the process of equalization of public services in Chang-Zhu-Tan agglomeration, and to construct a specific theoretical framework of equalization of public services in Chang-Zhu-Tan agglomeration, thus to provide more effective policy recommendations of practicing the scientific concept of development and building a harmonious society.
