A Study On Equalization Of Basic Public Services In Different Districts Of Xiamen

As one of the earliest Special Economic Zones in the southeast coastal of China, Xiamen has maintained a steady and rapid growth both in local economy and fiscal revenue. However, there were great differences in social and economic development especially in the basic public services between the six districts due to their differences in the natural conditions and the historical reasons. The inequality in basic public services restricts the overall economic growth of Xiamen. It is also a threat to the concept of a fair society, and then it will cause a series of social problems. So we must promote the process of equalization of basic public services in different districts right now. The research on this issue is of great significance. And the purpose of this dissertation lies in analyzing the disparities of basic public services in different districts of Xiamen and then finding out the weakness which reduces the overall level in the process of equalization of basic public services.Firstly, this dissertation introduces and reviews the literatures on concepts and theories about the equalization of basic public services, defines the basic public services as compulsory education、medical and health services and social security, describes the overview、planning and objective of basic public services of Xiamen.Secondly, this article establishes the indicator system to measure the equalization of basic public services, describes and explores the unbalanced status quo in ability to provide basic public services and allocation of public resources between different districts, uses the public statistical data and field research data to measure the supplied disparities of compulsory education、medical and health services and social security. The results show that Equalization relatively high level of compulsory education, but Tongan and Xiangan districts pay attention to the quantity, and ignore the quality. The imbalance of social security is more serious: the unequal distribution of basic public resources, ignoring the process of equalization, the discrimination of resident in different districts. The imbalance of medical and health services is the most serious, because the hardware facilities and capital expenditures in Tongan district and Xiangan district are less than other districts’.Lastly, the writer put forward some basic ideas to promote the process of equalization of basic public services, and then propose some suggestions for Xiamen and other comparable cities on Strengthening the public finance system、improving the local financial resources、 perfecting the transfer payment system、reforming the supply mechanism and performance evaluation system of basic public services and so on.
