The violent ethnic conflict, as well as internationalization of ethnic problems and international intervention in ethnic conflict, has become a new research field in the world. In this paper, the theory of international organization intervention in ethnic conflict is employed to analyze the European Union (EU) intervention in Kosovo ethnic conflict and attempt to expound its policy enlightenment to China.The paper analyzes the causes and process of ethnic conflict in Kosovo by dividing its evolution into three stages from1968based on historical, political, economic, cultural, social, religious and other factors. The causes of internationalization of ethnic conflict in Kosovo were also discussed in the paper, including the important strategic position, the international factors in ethnic issues and the change of international pattern.In demonstration of the causes and process of Kosovo’s ethnic conflict, this paper introduced the international intervention in ethnic conflict theory and constructed the theory basis of EU’s intervention in Kosovo ethnic conflict. From the perspective of ethnic conflict and ethnic conflict intervention, the paper extended the previous narrow range of interventions into conflict prevention, conflict process and post-conflict periods. After that, more detailed researches are focused on discussing the causes, process, form, features and limitations of the international organization’s intervention in ethnic conflict.Based on the theory of international organization intervention in ethnic conflict, this paper selects the EU intervention in ethnic conflict in Kosovo as the study object and demonstrates its trajectory change and causal mechanism through the exhaustive case analysis. In more specific terms, firstly, the paper analyzes the EU’s intervention policy in Kosovo ethnic conflict in detail; it mainly consists of The EU common foreign and security policy, European integration policy, intervention mechanism, and implementation capacity. Intervention mechanism includes the EU standing body and special intervention mechanism, and implementation capacity includes action ability, capital capacity and coordination skills.Secondly, the paper discusses the mode and target of EU’s intervention in Kosovo ethnic conflict. The mode mainly includes political, diplomatic, economic and military intervention. The target is divided into external target, which is the EU’s own interests, and internal target, that is the interests of Kosovo. Of course, these two types of target have its own rules; we should combine them together to demonstrate the EU intervention target system.Thirdly, the paper explains the evolution process and its reasons of EU’s intervention through three stages. Early intervention focused on prevention. Economic sanctions, embargo, diplomatic and political reconciliation and other low violent means were adopted in this stage. Middle intervention focused on force and the first period of postwar reconstruction, including humanitarian aid, economy market reconstruction, social reconstruction, special plan to ethnic minorities, and the implementation of stabilization and association process tracking mechanism. Late intervention focused on the second period of postwar reconstruction. It mainly includes the problem such as economic and social recovery, national status, peace and justice.Fourthly, the paper makes a preliminary assessment of EU’s intervention in Kosovo ethnic conflict from evaluation standard of internal and external target. It mainly reflected in the internal target:the prevention stage failed; the middle and late reconstruction obtained certain result in maintaining regional stability. On the side of external target, the Kosovo issue has not been fundamentally solved and two ethnic groups had not reached consensus yet. Finally, the paper also points out the limitations of EU’s intervention in Kosovo ethnic conflict, namely, the low organization and coordination ability, EU standards and local fitness, restrictions from other powers and the United Nations, and effect of sovereignty and the intervention tension.After discussing the intervention modes and the evolution causes of EU intervention in Kosovo ethnic conflict, the paper summarizes the characteristics of EU intervention in ethnic conflict in Kosovo:autonomy and nationality, and its policy enlightenment to Chinese government. Specifically, autonomy is of European intervention features which mainly manifested in the EU and other international organizations. Nationality is mainly embodied in the intervention motivational, policy, target and intervention mode. Policy enlightenment is mainly embodied in intervention concept, ability and mode. It includes not only positive factors, but also some negative factors that should be discarded.
