On February 17, 2008, backed by the United States and most European countries, Kosovo declared Kosovo to be a new independent nation.Kosovo is a political anomalism resulted from the Kosovo War in 1999, which was a war between former Yugoslavia and NATO led by the United States claiming"to prevent humanitarianism crisis in Kosovo"without authorization from the U.N. The Kosovo War appeared to be a direct conflict between NATO and Serbia, it was in fact a threaten against Russia from NATO. After the Kosovo War, Russia had to face a series of challenges including expansion of NATO, the Territorial Missile Defense program and Color Revolution, all of which forced Russian to confront with Europe and the United States. Kosovo declaration of independence led to a serious conflict between Russian and Europe and the United States, which may result in a separate and dangerous Europe.This article will analyze the reasons and implication of Kosovo issue by World Island Theory and Periphery Theory of geopolitics.In the 1990s, with the dramatic change of Soviet Union, the diplomatic focus of the United States and Europe shifted from restraint strategy to controlling the rise and potential threaten of Russia. Through the independence of Kosovo, the United States and NATO would be able to get rid of the last communism territory in Eastern Europe - Yugoslavia. They also tried to attract more Middle and Eastern European countries to join the Western alliance by monetary diplomatic strategy, opportunity of entry into the European Union. By doing this, the United States and NATO could eliminate Russian power in this region. NATO would establish its absolute authority in resolving regional conflict and function transformation.The Kosovo War was initially between the two ethnic communities.The mistakes made by Yugoslavia with respect to the ethnic issue included: (1) simply imitated Soviet Union, setting up a federal government and several republics based on ethnic communities. The republics were given high autonomy, which reduced the concentration; (2) beat"Greater Serbia"by promoting minor nationalities and repressing the Republic of Serbia, which enhanced the ethnic tension; and (3) artificially divided ethnic communities to further complicate ethnic relations.The leader of Federal Republic of Yugoslavia included: (1) support"Greater Serbia"and further the tension with republics of Yugoslavia; (2) withdrew the autonomy of Kosovo, therefore irritated Albanians; (3) was not aware of the military power of domestic separatists; (4) from the geopolitics perspective, it did not give sufficient attention to foreign countries'intervention with the Kosovo issue.The above policies resulted in nationalism of different republics. The leader of Yugoslavia also tolerated"Greater Serbia"policy, which further stimulated nationalism of other ethnics. Planned by the powerful states, the Kosovo issue eventually became an international issue. Western countries got appropriate excuses to intervene with domestic politics of Yugoslavia by"protecting human rights"and"preventing humanitarianism crisis".NATO's intervention of Kosovo conflict .NATO did it without being authorized by the U.N., which was violating the U.N. Charter and rules of international law. It affected international strategic pattern and caused serious consequences. On the one hand, NATO's unauthorized act was challenging the authority of the U.N. On the other hand, it changed the rules of international law. Thirdly, the independence of Kosovo could become a precedent for ethnic separation.From the Kosovo issue, we understand the competition between different states is in fact the competition of comprehensive capacities. We have to promote China's comprehensive capacities to ensure the long-term, stable, safe and loose circumstances.
